The ACHE framework is what I use with clients to help them pick a problem to solve with their offer.
The four criteria are:
AWARENESS: How much do clients feel the problem?
COST: How high is the cost of inaction?
HURRY: How urgently does it need solving?
EXCLUSIVITY: How rare are solutions to this problem?
